It seems that both your article and OP's are clearly stating that the suspect was not indicted, and that the charges were correspondingly dropped, and are entirely consistent with each other.

Can you point out where you are seeing a contradiction, or any indication of either article being "fake news"?

How is that any different from "declined to indict"? Indeed, I would expect there to be no indictment, if a grand jury did not approve one.
