Yes, it's just been won by one! For me one of the gaping holes in this tournament was Italy. That would have been unthinkable years ago. It is strange seeing New Zealand there but not Russia, but there are political reasons for that.
Absolutely easiest way is to find some consultant work sales agency that takes a commission when they manage to sell you somewhere. At least where I live there are multiple options, just list yourself (or your company) there.
Also you don't have to do the sales work yourself and they find suitable customers for you etc, it's totally worth the price especially if you are just starting

That decision seems to imply that the thinking change was more about increasing your profits than anything else
Weather forecasts are notoriously iffy, and accuracy drops with time, but we understand the physics behind it (to a large extent). There's also a lot of fine-grained data available. For some arbitrary time series, there's only one data sequence, and the model is unknown. Extrapolation then becomes a lot more magical.
I live in helsinki and nowhere it is 20 kmh that I know of. Might be some random streets in center. And 30km/h streets are smaller living streets that driving that speed comes almost automatically.
Major ringways and main roads are 80 kmh btw
I have driven in many many countries - Helsinki does not feel slower than any place I have driven, faster in fact because there rarely are traffic jams
